It would appear that Mr. Big may be guilty of overdoing a good thing and stifling the creativity of his staff. Few people enjoy doing things “by the numbers.” Ms. Y, on the other hand, may be going too far in the other direction. The majority of high-level managers feel it is helpful and motivating to have written goals submitted by those in lower positions. Perhaps a blend of both planning patterns would be best, giving some autonomy to supervisors so that they express their management/leadership styles.
