Many of the issues involving the HR group are the result of a change to shared accountability. In The Wisdom of Teams, Katzenbach and Smith describe why this is difficult.

Most organizations intrinsically prefer individual over group (team) accountability. Job descriptions, compensation schemes, career paths, and performance evaluations focus on individuals....
