Introduction
In this case, a staffing strategy was to be developed for a development unit of an international bank. Each of the bank’s development units supports lending operations by providing borrowers (primarily developing countries) with the technical and functional expertise they need if they are to implement the projects for which bank funds were being loaned. Initially, strategies and plans had been developed to revitalize this particular development unit, and the bank’s board of directors had approved a sizable budget increase to support these efforts.
