The “Tailored” Part

You should indeed mandate definitions, objectives, and outcomes, but at the detailed level, don’t try to implement a single approach to workforce planning. Don’t force consistency for consistency’s sake. Instead, allow managers the flexibility that they need in order to develop and implement the staffing strategies and plans that they think address their most critical staffing issues most effectively, while following the mandates described earlier. Here are some examples of the flexibility that managers should be afforded below that 30,000-foot level:
