The numbers story of a grant proposal begins with the budget. If grant funding is sought to support a specific program or project (remember that programs have an indefinite duration, whereas projects are short term), then a budget for that particular program or project needs to be prepared and attached to the proposal. Because agencies are likely to operate multiple programs, the budget for a specific program or project represents just a portion of an agency’s overall annual budget.
