The last chapter focused on the specific institutional settings of governing elites to explain the contrasts in Thai and Philippine economic trajectories. In each country, the construction of state power emerged from the interaction between state-building and economic development. Thailand's bureaucratic polity and the Philippine proprietary polity shaped patterns of political contestation and rent-seeking that, in turn, account for variations in the governing elites’ choice of policy tools and coalition partners in the business community.
