Although it is true that the perspectives tend to address concerns that are distinct from what the system actually does, the division of concerns as functional or nonfunctional is often quite artificial, and we try to avoid the use of these terms. Perspectives can have an impact on how a system works, sometimes significantly, and using these terms can imply that these areas are somehow less important than functionality.
