3.4 BALANCE OF CONSEQUENCES AND REINFORCEMENT

Balance of consequences and reinforcement refers to the notion that positive implementation of smart data strategy should be rewarded and deviations should be dissuaded. Giving full disclosure to data uses, values, and asset protection reinforces positive behavior and exposes weaknesses for self-correction.

Deviations cost the enterprise, and therefore the source of deviation should be penalized in a manner that is sufficient to discourage noncompliance. Benefits that truly aggregate to the top of the enterprise should be shared equitably with participants in a manner that is significant to them.
