A brief text that whittles the theory down to the essentials. It gives several good exercises and a number of rules-of-thumb to hold on to as a beginner. It addresses basic camera handling and the analysis and reconstruction of scenes. It is very good, very short, but limited to absolute beginners.

The Negative by Ansel Adams. Ansel Adams. (1995) 288 pages. Indispensable. Although Adams is a still photographer, in this book he put all of his hard-won knowledge about his Zone System. It's still the best way to begin thinking about exposure.
