There is clearly a big difference between the design and the delivery of a solution. In general, the initial design element is theoretical and idealized in nature, where people work on the basis of what they would like to happen. At this stage, managers are still in the euphoria stage and will possibly offer total commitment and promise to deliver the necessary people, plant and finances.
