C# script-based functions

C# script-based functions are functions based on the .csx files, which can be deployed in the Functions Portal, but not using Visual Studio. The .csx files allow for writing C# script code. C# script allows you to define methods that aren't inside a class. At compilation time, the code is compiled into an overarching class.
