These are the phrases I heard most as I collected the interviews and the research materials for this book:

I start with them to get them out of the way. They’re givens now in the electronic media environment, not the surprises they were in the year or two after the U.S. Congress affirmed the changes that were already in the wind.

This project began just over a year after the Telecommunications Act of 1996 took the limits off of broadcast ownership. Radio companies were allowed to acquire as many stations as they could handle if they followed the limits established for each marketplace (eight stations in the largest markets, fewer in smaller markets). ...
