1.1 INTRODUCTION

The basic objective of seismic design is to provide the structure with an appropriate safety margin against failure when subjected to strong earthquakes (Estekanchi 1994).1 The common philosophy of most well-known seismic design codes is to achieve the dual goal of keeping the nonstructural damage to a minimum in the case of service-level earthquakes and, also, to prevent structural failure in the case of collapse-level earthquakes (Moghaddam 2002; Newmark 1971).
