Q1:Is having a world-writable directory on the Web server (for the poll) a security risk?
A1: Yes, albeit a small one. If your server has been set up in a reasonable fashion, no one can upload content to your site. However, if your server allows anyone to upload anything to anywhere, the potential for abuse is there. If you'd like, you can create the .answer files at the same time you create the .txt files to solve this problem. Just remember to make the .answer files themselves world-writable by using chmod.
