If the reason you're using CGI programs on your Web site is to pull people in and provide them with an interesting place to visit, you're going to need to do a little bit more than put up a hit counter.

The most interesting sites on the Web are ones that provide content that is updated frequently. If your Web page has static information on it, people don't have any reason to ever come back. After a couple of visits, they'll figure out that your site doesn't change much and there's no point in returning.
