The customer community is meant for collaboration between your customers and employees. Your contacts are end users and they become users of the system. Hence, you will see that contact records are also user records for the customer community.
The partner community is for collaboration between your partners and employees. Your partners may want to work and manage opportunities, leads, and contacts. There are special licenses available to manage these options.
