Question all the possible consequences in the initial phases of a risk assessment and consider those that are deemed to be credible. Do not toss out scenarios until they have been analyzed.

In summary, human's actions have consequences. The goal of risk analysts is to help to determine which consequences are important enough to consider in risk assessments and to analyze realistically and appropriately.
