Software and Governments

A natural first reaction might be, “But a government doesn't do software.” In fact, the U.S. Department of Defense (DoD) is probably the single largest customer of software development in the United States. The U.S. Internal Revenue Service (IRS) has been processing Form 1040 income tax returns by computer since the early 1980s. Many state and local agencies have been moving toward computer-based support of 911 emergency call centers, welfare administration, public schools, etc. Some states, counties, and larger cities are already using enterprise resource planning (ERP) packages for payroll, inventory management, and so on. With each passing year, more and more software is being put to use in the public sector.
