Developing Mutually Exclusive Alternatives

Described here is a straightforward, systematic process for turning any set of proposals into a set of mutually exclusive alternatives. An alternative is a collection of zero or more proposals that represents a unique, mutually exclusive, potential course of action.

STEP 1: GENERATE ALL THEORETICALLY POSSIBLE COMBINATIONS OF PROPOSALS

The first step in creating mutually exclusive alternatives is to generate the set of all theoretically possible combinations of every proposal. This step intentionally ignores both dependencies between proposals as well as budget and staff (resource) constraints. These limitations are addressed in Step 2.
