Relationships Between Proposals
There are a number of important potential relationships between different proposals. Each of these relationships is discussed. For now, ignore budget constraints, staffing limits, etc. and just assume that it would be possible to carry out as many of the proposals as we wanted to; these are addressed later in the process.
INDEPENDENT PROPOSALS
The proposals in a set are called independent proposals if choosing any proposal from that set has no effect on your ability to choose any other proposal in the set.
