Summary

xDSL is the competitive response of telcos and some ISPs to cable operators offering high-speed data service. ADSL will be offered by telephone companies around the world. It leverages their existing wiring, an embedded investment on the order of a trillion dollars. It will also be offered by alternative providers such as ISPs, CAPs, and IXCs over nonservice-carrying wire, known as dry copper or burglar alarm wire. The unbundling of local loops is a requirement of the Telecommunications Act of 1996, which affords alternative carriers access to dry copper. Table 4-6 summarizes the challenges and facilitators to xDSL becoming a successful RBB network.
