Gilb, Tom. Principles of Software Engineering Management. Wokingham, England: Addison-Wesley, 1988. Chapters Chapter 7 and Chapter 15 contain a thorough discussion of both staged and evolutionary delivery. (Gilb doesn't distinguish between the two.) Gilb was one of the first people to emphasize the value of incremental development approaches such as these. He has first-hand experience using the practice on large projects, and much of the management approach described in the rest of his book assumes that it's used.
