Synopsis
formatdate(timeval=None,localtime=False)
timeval is a number of seconds since the
epoch. When timeval is
None, formatdate uses the
current time. When localtime is true,
formatdate uses the local timezone; otherwise it
uses UTC. formatdate returns a string with the
given time instant formatted in the way specified by RFC 2822.
