The first step in deploying a portal is to understand the problem it will solve. Most organizations have multiple reasons for using a portal. In some cases, enterprises are looking for operational efficiencies. Halliburton reduced the time required to resolve billing disputes (see Chapter 6). Empire Blue Cross Blue Shield reduced the time required to generate policies and improved the rate of claims approvals (see Chapter 3). These process-oriented portals delivered real value because the portal's functionality was designed for a specific process. However, in some cases, the process is not the problem.
