The nuclear power industry is heavily regulated, which has resulted in a unique cyber security result: disclosures. No other industry is required to disclose all unusual events. Because all unusual events are disclosed, it would seem that the nuclear industry might have an unusual number of cyber incidents. If other industries had the same requirements for disclosure, my cyber incident database would probably have more incidents by a factor of ten than what I have now.
