The Doha Round of multilateral trade negotiations has been touted as a ‘development round’ – one that is expected to deliver on the potential of international trade as an engine for economic development for developing countries. The disappointing lack of progress in these negotiations has spawned a series of regional trade agreements (RTAs) among groups of countries – sometimes even bilateral trade agreements.
