The Discipline Defined

Project management is the discipline of applying information, talent, tools, and techniques to meet a specified set of goals while taking into account constraints of costs, schedule, scope, risks, and quality issues. Projects have an identifiable beginning and an end; therefore, they are different from ongoing processes. Projects usually use temporary resources, that is, human, material, and financial resources made available only for the duration of the project. Project team members often report to others inside or outside the organization and are in effect “on loan” to the project manager—usually on a part-time basis.
