A very essential part of project and resource management is attracting, recruiting, and retaining the best-qualified and capable IT people. Without skilled people, project managers cannot be successful. Since the mid-1970s, there has been a global and continuing shortage of IT staff at all levels. In the late 1990s, it reached serious proportions that required fundamental rethinking and completely different strategic approaches to solving this problem.
