Synopsis

Scrolls the window a number of rows or columns in a given direction. You can combine arguments to scroll diagonally.

Argument	Setting
`Down`	Number of rows to scroll down
`Up`	Number of rows to scroll up
`ToRight`	Number of columns to scroll right
`ToLeft`	Number of columns to scroll left
