5.4. Quality Metrics

Despite the previous discussion on dynamic estimation, the basic question still remains: How do you arrive at the PC-based estimates in the first place? Most project managers do not have the luxury of starting a project with estimates that can be substantially improved in subsequent iterations. A business sponsor, or the steering committee, has a certain budget and a certain business goal, in terms of timing, in mind. It is the job of the project manager to arrive at as accurate an estimate as possible to enable good decision making at the beginning of the project. For that purpose, the project manager can use many techniques. Some of these techniques are:
