Having given detailed thought to the soft factors in IT, we build an argument for measuring the maturity of a process. In order to improve on the process, it is important to have some measure of the capability of the process. In subjecting our Quality Software Process to the malleability checks mentioned in Section 1.8.3, the measures of the process discussed here can be invaluable.
