Surprisingly, in the struggle to expand the functionality of CS4, Adobe has not included the printing-based tools Contact Print and Picture Package in the first releases of CS4, so they are not where you’d expect to find them under the Automate menu. Instead you have the choice to download these former tools as part of an optional (but free) plug-in package or to use the newly devised Output module in Bridge CS4, which also is provided freely with both versions of Photoshop CS4.
