As seen in Chapters 2, Introducing PrimeFaces Themes and Chapter 3, jQuery UI, ThemeRoller, and the Anatomy of a Theme, a theme is structured in such a way that every component inherits the look and feel of the generalized CSS rules while having rules specific to each component.
The easiest way to make sure that your theme is complete is by using the PrimeFaces showcase and applying your theme to it. You can then browse through the showcase and apply the common CSS rules and component-specific changes where appropriate. Details of the component-specific CSS rules can be found in the skinning section of each UI component description in the PrimeFaces User Guide.
