Estimating OD Success Rates at the National Level

This chapter seeks to distinguish two relatively distinct emphases in estimating success rates in OD applications, roughly corresponding to two time periods—from the earliest period through the 1980s, and then following the 1980s. The emphasis will be broadly territorial, emphasizing applications in Western democracies, Korea, and India. (See
