It is evident from our review of the literature, both scholarly and anecdotal, that evaluation is still a vexing area for most practitioners. The intention to do more robust and broader scope evaluations is there, but the practice is not. Invariably, this is because of the inability to align the competing demands. It is also a reflection of the lack of training in evaluation—practitioners feel overwhelmed at the prospect of determining the impact of an intervention on an organization. Our four-quadrant Situational Evaluation Model and the Evaluation Cycle are intended to help break down the process into manageable steps in relation to the constraints faced.
