What do we need from an issue tracker?

What do we need from an issue tracker apart from it supporting the basic workflows described previously? There are many concerns, some of them not immediately apparent. Some things to consider are listed as follows:

  • What scale do we need? Most tools work well on scales of up to about 20 people, but beyond that we need to consider performance and licensing requirements. How many issues do we need to be able to track? How many users need access to the issue tracker? These are some of the questions we might have.
