OWNERSHIP

Finally there is the question of ownership. We on the project should not own the sign-off of the project. The enterprise should, and almost always will, have the ultimate go/no go sign-off responsibility. They have the power to qualify your efforts as a success or a failure. They should therefore own the problem of data migration as well as its results.

An industry standard approach is for the technical side to propose a solution. This is formally documented and the document is signed off. We then use the document as evidence in any disputes. As I showed in the introduction, disputes are almost certain to arise so this document becomes key.
