“It is far better to risk overinvestment of time in productive planning than to rely upon ad hoc solutions to unpredictable problems.” (Sloma, 2000)[2]

That is the keystone of project management in any industry, including software development. Few corporate leaders would even consider questioning the validity and importance of this assertion.
