When you commit to make process improvements within your organization, how do you motivate everyone involved to adopt those new practices? Even when the people involved buy into the long-term benefits, short-term constraints may make it perpetually difficult to adopt them. Any change is likely to require some level of activation energy, which, no matter how small, may be difficult to overcome.

Catalysis is a great technique for overcoming barriers to change. This section is largely adapted from my previous book on smarter software development (Gill, 2000). It applies equally to software planning so I've included it here with minor modifications.
