Kirkpatrick's theory takes a “summative” approach to evaluation, in that it is predicated on the interpretation of data that is collected after the initiative has been implemented. Kirkpatrick's approach, therefore, allows for a complete analysis of the entire initiative on four different levels: reaction, learning, behavior, results.
