To develop specific measures, organizations after determining the general performance measures, indicated above, determine the process of measuring the quantity, quality, timeliness, and/or cost-effectiveness for each of the element. After determining the performance measures, organizations document the factors to be appraised, and accordingly assign the performance measurement responsibility to the respective managers or executives.
