CONCLUSION

The development of better-integrated, balanced, and strategically driven performance measurement frameworks has been accompanied by an increase in the practice of performance measurement. PMSs can be a formidable tool in monitoring and continually improving organizational performance. However, in spite of the significant advances made, some issues require further study if measurement systems are to be fully effective in the process of management through monitoring and decision making (Santos et al., 2002). Among the issues to keep in mind when considering the design and use of PMS are these:
