APPLICATION EXAMPLE: BLAKE (1999)

Blake's dissertation, “Development of a Plan to Measure Return on Investment for Educational Programs at Providence Hospital,” applied Phillips's ROI framework within the context of Providence Hospital, a private, Catholic, nonprofit, tertiary hospital in an urban setting. As in many other organizations, the training function at Providence Hospital was viewed as a cost center; although the training programs showed a high level of both participation and satisfaction, their impact on the hospital's bottom line was unmeasured. In a climate of cost reduction, the educational programs were in the precarious position of an unjustified expense and a potential area for further cost cutting.
