Evaluating Evaluations

This chapter addresses meta-evaluation, that is, evaluation of an evaluation. Meta-evaluations help identify and address inherent biases in evaluation design. They can take place alongside an evaluation or after it, and they can be either formative or summative. The primary model for meta-evaluation is Standards for Evaluation of Educational Programs, Projects, and Materials, developed by the Joint Committee on Standards for Educational Evaluation. The American Evaluation Association has also published a set of principles for evaluators. An example in which the Standards were employed in a meta-evaluation concludes the chapter.
