Foreword

In Bamenda, Cameroon, an e-mail system “helps the search for global initiatives to improve the living standards of rural communities. It is an invaluable tool for researching issues related to the environment, agriculture and livestock raising.” [1] In Bhutan, Internet access is setup in 1998. [2] Meanwhile, the United Nations Development Programme (UNDP), which participates in many of these types of activities, maintains a “Knowledge Connection” site for itself that is used for “linking all the country offices to help share and disseminate [their] best practices on policy and programme issues.” [3]
