Once the allocations were defined, they were built for far more intersections than what was done in Excel. The rules were very complex, and pulled data from many intersections. This created many large subcubes. The performance of the application became terrible. This was a big disappointment to the Putty team. They thought from the earlier calls that the servers would be more than enough for the 50 users who would be accessing the system.
