Did I mention allocations? The rest of the application was really so simple. The work involved in building the allocations took far longer than anyone could have thought. The biggest reason was that the allocations were not as well defined as they thought. Once the team dug into the spreadsheet and found all the issues, it was clear that the way they had been doing the allocations was not the way they had thought. This caused a delay, as the team wanted to take a step back and think about how they should really do the allocations. The second delay was trying to figure out how they should handle the history of data they had reported already.
