The application build is under way, and you can start to see how the application is coming together. But you will need to build reports to get the data out, in some useful kind of way. The report writing should even really happen before you have the first period of data reconciled. The reason for this is the amount of time it can take to write reports. Not because of the way Financial Reports works, but more because of the way reporting can evolve when people see the data available. It is at this point that scope can change, and you can see risk to the project.
