Constant Evolution

Internet technology changes so rapidly that it is difficult to produce a set of rules specific enough to regulate it effectively yet general enough to remain current and complete.

Historians claim that history repeats itself; the cause and effects of yesterday can be used to predict or at least explain today and tomorrow. The Internet is a frontier of sorts. It is a place where the sheriff is in charge so long as someone with more strength or wit doesn't come along. On this frontier, the view rapidly changes as gold seekers settle unexplored territory and in the process introduce unforeseen side effects, making the traditional rules governing our way of life inadequate for or inapplicable to all cases.
