It is always advised that Microsoft Teams is available to all users within your organization for the best experience on collaboration and not to block new technologies and keep the work done for a dynamic organizations that we are facing today across the world. If you need to do a proof of concept, it is also advised to keep Microsoft Teams enabled by default and just communicate the availability to those users who are in scope.
